Natural progression. "Fully vaccinated" used to mean two shots. Give everyone a third shot.... now they're even more vaccinated!

1) Population 0% vaccinated
2) Everyone gets the shot.... 100% vaccinated
3) 6 months later the shot wears off, population once again "Unvaccinated"
4) Booster for all, 200% vaccinated!

Either that or they are working those vaccines the same way that they do voting. Many progressive areas in the USA routinely push into the 130% range for voter turnout.

I got it! They have vaccinated over 100% of the adults. That's because many of the adults who were vaccinated have died within the last year so, their stats simply didn't take that into account.

If there are 100 people and you vaccinate 70% of them, that's only a 70% vaccination rate. But, if you wait a few months until the vaccine or other cause kill 33 people (vaccinated or not), you be able to boast a +100% vaccination rate.
