That is the way that I read the study. Not entirely unexpected. There's approximately 15% non-response rate to any given vaccine (I didn't initially respond to Measles or Mumps after the MMR-eventually responded to Mumps after the 7th booster and all three by the 11th-not sure why, but everyone I worked for insisted on "another round").
That and there's some waning of immunity for a shot given before kindergarten. Also, when you consider that nearly everyone is vaccinated, any cases you will see break through will be in the vaccinated. It was like that in California until 2016, after a measles outbreak a year or two before.
The critical point that no one else wonders about is, back in the 50s - 70s when the diseases were still common, there was not a great public outcry to force the unwilling to vaccinate their kids. The people who actually lived with the diseases didn't care. It is only modern Californians who believe in a draconian mandate, when even the outbreaks today are minor in comparison. It shows how unreasonable fear and authoritarianism have grown over the decades in this state.Comment
