Why isn't Biden mandating the booster?

We see other countries like the UK role out a every three month booster. Why hasn't Biden done so? If it works isn't he responsible for more deaths by not doing so?

The booster just received authorization. They will wait until both the booster volunteers slow down, and the winter covid wave picks up. They also want to wait until as many as possible get the first vax due to current mandates, so they can be caught unaware they are signing up for the subscription.

At that point the CDC will change the definition of "Fully Vaccinated" to mean regular boosters. There won't be a separate booster mandate, instead changing the fully vaccinated definition makes it apply to existing mandates. I expect this to happen around new years to mid January.

This is a good question. Maybe the numbers of unvaccinated Americans are larger than they are admitting? They can't really move to phase 2 if phase 1 isn't complete. Too many stubborn Americans.
