Probably because they cross reference your vax card or passport with your driver’s license. My wife drove down to meet with some friends in LA and they were checking vax passports and driver’s licenses to confirm people weren’t using someone else’s vax information. Sometimes politicians and bureaucrats are smarter than they look.

But....but....but....the poor and the colored people are too stupid to get free government IDs. That's why we can't have voter ID laws. Now we expect them to get both an ID AND get vaccinated? Surely you jest. There's no way the poor and the colored can figure out getting TWO free things at the same time.

If vax pass is required at a polling place, I wonder if that violates voting rights and the Supreme court can strike down the vax pass altogether. Someone with a law degree can chime in.

They will claim everybody received a fraud ridden absentee ballot you can use instead.
