I understand, so the vaccine stimulates an antibody response but doesn't give a person immunity and in fact as shown by the UK data, the vaccinated rates of infection are higher than the unvaccinated. Health officials solution to this is another a booster. How is this going to help?

It says that all the vaccines produce neutralizing and enhancing antibodies. Against the original strain the neutralizing antibodies won out. But Delta is adapted to avoid a significant portion of the neutralizing antibodies produced by the vax. Some of the neutralizing antibodies are still effective against Delta, but the scales tip towards infection enhancing antibodies. This means ADE is occurring.

If this is the case you can't use covid case numbers data to determine if the general immune system is weakening, because the vaccinated are especially vulnerable to Delta.
