There's no enumerated power for the feds to legalize/control any substance (but they use interstate commerce; so technically if you grow/use weed inTRAstate feds can't touch it; but Wickard v Filburn made this distinction moot).

Sanctury cities (for illegals) cannot ursurp federal laws, because the enumerated power for the feds is to standardize naturalization laws, states/cities do not have this power.

2A sanctury city doesn't make sense in the same way ANY gun control or 1A restrictions make sense (provided gathering is peaceful).
2A clearly states shall not be infringed so both feds and states don't actually have a leg to put any restrictions on.
Courts have convoluted tortured logic to say some restrictions are valid, but we all know through plain reading that is incorrect.
