He’s a consummate bureaucrat protecting his brand.

If he says, “Go, Enjoy,” and a spike occurs, he’s a moron and every bit of his and his agency’s credibility (such as it is) flushes.

If he says, “No, wait, we must be cautious,” and there is a spike, he will note that he warned us of it, but it is much lower than it might have been had we not taken precautions. If nothing happens, he can claim the cautions were effective.
