Thos sounds like a government contract. The type with a 99% expected failure rate.

They know it has a low chance of success but it promotes basic research with the hope that a few projects will succeed and even the failures will teach us something that'll lead to unexpected scientific breakthroughs. This is the sort of thing that keeps us on the cutting edge of science.

Industry is hyper focused on creating a profitable product so they aren't always doing basic research like this.

Basic research is define as research not done for a specific purpose other than to advance basic scientific knowledge. Although this project may have a specific goal in it's more about expanding knowledge of if/how rna could survive the inhospitable environment within our digestive system and still product useful outcomes. Rna is difficult to work with as it rapidly degrade in the environment so the research sounds interesting and quiet challenging.
