My friend works for a U.S. agency that I really can't speak about (for his safety), let's just say these guys do the dirty work all over the world when and where the U.S. military can't or won't.
Their 'powers to be' have made the choice to vaccinate roughly half their teams only, as a precautionary measure, in case the vaccine does bring future consequences along with it.
If it turns out to be a bad thing, at least they have their healthy teams ready to go.
If it turns out to be a good thing and the unvaccinated fall ill, at least they have their healthy, vaccinated teams and ready to go.
If our wonderful leadership in Washington had the 100% faith in these vaccines that they claim, why wouldn't they just vax all the teams? (rhetorical question)
