I say yes, but with draconian systems in place. IE all athletes go through a quarantine process in their local countries first, then in Japan. Spectators will be limited to 25% and be mostly locals and family's of ppl competing.

I believe the 1984 in LA made more than was spent, but they had most of the infrastructure already in place.

I remember when San Diego was making a push and I was completely against it.
