Given the level of compliance I'm seeing locally... Uh... Let's say I'm 'dubious' such a mandate would have any, actual meaning beyond an opportunity for fines via selective enforcement.
Oh, wait. Raising taxes and fees. Punishment for normal citizens. Removing and/or negating fundamental rights. All to no constructive end.
