    San Francisco’s Public Health Emergency Leave Ordnance

    SF’s ‘PHELO’ program is open to employees of companies who work in the city who have been furloughed, had their hours cut due to the Controlvirus slowdown or are on family sick leave.

    If you work in SF and you, your company meet the PHELO conditions you should qualify for this, I know several furloughed SF workers who were informed yesterday about the program and the 2-weeks of pay they will be receiving from their employer.

    On April 17, 2020, San Francisco Mayor London Breed signed the Public Health Emergency Leave Ordinance (PHELO). The emergency ordinance seeks to address the Families First Coronavirus Response Act (FFCRA) coverage gap as the FFCRA exempts employers with 500 or more employees. Starting April 17, 2020, businesses with 500 or more employees worldwide must provide up to 80 hours of paid Public Health Emergency Leave (PHEL) to each employee who performs work in San Francisco.

    Under the PHELO, employees may use PHEL when they are unable to work (or telework) due to specified COVID-19-related reasons. The leave is in effect only during the current local emergency, and employers are not required to pay out any unused leave.

      Two points for you JDoe,
      1) SF’s local PHELO program is in response to the Federal government’s
      Families First Coronavirus Response Act which exempts businesses of 500 or more employees.

      2) The businesses that are getting screwed are the small business with under 500 employees who weren’t able to lobby Congress for an exemption from the Families First Coronavirus Response Act, or in other words, in every municipality across the US besides San Francisco small businesses are subject to greater payroll obligations put upon them by the Federal government than those put upon big business with 500+ employees who had the resources to lobby Congress for an exemption.

      Being a small business owner myself I view SF’s PHELO ordinance as leveling the playing field, I get what you’re saying, but I think your ire is misplaced.
