It's economics. If you cost The People $xxxx of dollars because you passed on the disease via stupidity and The People have to allocate resources to address that then The People will not allocate resources to help you as a response to your actions.

They don't burden it, they add diversity to the patient base. You should know by now that diversity is the best possible thing in the universe. People get paid two hundred grand a year to fill colleges with diversity.

Great idea, and we'll let you guys decide who's doing something essential like getting their beer and cigarettes at the market, but you can call and snitch on the protesters that feel the government is overstepping their bounds. Make them carry a card, or a patch on the arm for easy ID and such.
