Here in Utah initial lifting of restrictions were announced yesterday... a day after Trumps announcement. Other states as well..

Yes, many, many states express outrage over even suggesting it. However, they do not have to begin opening.
There will still be interstate commerce through their states bringing in goods.
2 Years shutdown of everything like Harvard and others prefer would destroy the US economy leaving an extremely restless and impatient society and chaos resulting in gunpoint martial law.. That is not manageable in the United States..
