CA starts stimulus for illegals

Can anyone share the legal authority Newsome has for this expenditure of state funds? I don't believe this was passed by our legislature not that it wouldn't pass but it would be nice to have assembly / state senate critters on the record / hook for it. This looks like a theft of public funds to me to fuel a criminal enterprise that is out of control. I would hope the US DOJ is looking into this?

Dont ask questions - just pay your taxes, stay inside and do as you're told. The leaders have things under control (literally).
