Why not open these locations?

Not sure when the Governor clamped down on the whole state, but its like the country. Trump is arguing to have 20-30 states open May 1. CA should open these counties right now. These rural counties have less then 10 cases each; trust the people there to do what is right.

Let SF stay closed; its done a good job compared to NY and if they want another two weeks vacation let them. These rural communities shouldn't be treated the same way as LA.

OP, first the reason they have such low raw numbers is obviously few people live in those areas. Second, the reason they have not seen larger numbers is b/c they are locked down. As pointed out above, if you open up certain areas, they will be FLOODED with people from outside the area coming in, and then they WILL have higher numbers of infection etc.

My understanding from Newsom's news conference the other day, is that in the next phase much will be left of to the local officials in regard to the amount of restrictions to keep in place. For that to work, you need to people to limit unnecessary cross traffic from areas with high covid-19 infection rates to areas of low confirmed cases.
