Who (or What) Does Have the Ultimate Authority to Re-Open the U.S. Economy?

We know that Trump got into some 'trouble' - from all sides - the other day when...

The question is: Who (or what) do you think has the 'ultimate authority' to re-open the U.S. economy?

Legally, this. The US Congress could craft legislation under the power vested in Article I, Section 8, Clause 3 to assert these state orders are interfering with interstate commerce but that's unlikely to hold much if any water. Intrastate commerce is the domain of state government.

Functionally, all power within the US lies with We The People, governments are only lended it temporarily. Enough people become fed up and they'll simply refuse to abide by these orders, however that takes shape the power wielded by local, state and federal government can be rendered moot.

President Trump likes to make bold, unqualified, and outrageously incorrect claims about the scope of his presidential authority. He did...

I think this is one of the concerns for many of the politicians and the beginnings of it are something being seen in Michigan... Thousands protest Michigan governor's social distance order... and in the California response to the first Fish & Game Commission attempt at a meeting to determine whether to delay, suspend, or regulate the fishing season. (I haven't heard anything about the rescheduled meeting from yesterday/today and won't be able to listen in.)

I suspect it's part of the reason the media and the Governor of Michigan are attempting to wave off the Michigan protest as a "vast, right-wing conspiracy" by pointing to Confederate flags, conservative protesters blocking ambulances, and (*gasp*) ARMED protesters with chants of "lock her up." Despite the fact that the organizer claims they specifically went out of their way to make it a bipartisan, diverse group who protested.

[*The Guardian video is still up at YouTube. I guess it's not set up to be linked/embedded. see https://www.youtube.com/watch?v=VyxBANHd4dE]

              Let's try this one instead...

But, that's why the poll question is: "Who (or what) do you think has the 'ultimate authority' to re-open the U.S. economy?"

Trumps capacity is real and legal. If he orders a state to open and a governor resists legally as they can do then Trump just removes his emergency declaration from the state and they get no Federal aid offered during such a declaration. He could probably redirect some federal funds away from that state too. While Trump does not have the authority that is the governors he has the power the governors don't want to cross.

However Trump probably head faked his TDS inflicted haters on this one. By making the claim look what happened. Leftists in 8 socialist states "made plans" to reopen their economies and that included CA and NY the two biggest.

                  3. What hard evidence do you have?

Since various governors on TV are stating large gatherings - like sports arenas - won't be open until vaccines are available - which best guess is something like 12 to 18 months away - this topic is not going away for a long time.

Did anybody really have the right to close it??

I think that is the important question.

No one had the authority, outside of declaration of martial law, had the authority to do any of the **** they did. Closing businesses, ordering social distancing and calling it a crime to disobey, closing churches, etc.

As I've mentioned before, it will be public pressure in certain low risk states like here in Utah. People that are really eager to get back to normal..

IT WILL HAVE TO BE THIS because the governors' talking about discussions to reopen the economy seems to be waning with doom and gloom spewing from Harvard and other "highly respected" institutions...

Which states, if allowed to vote, would say reopen now?
I hope we would in Utah...

                              C. Both

The governors have the authority to open their states. The POTUS has the authority to open the federal government. States have no say in federal matters. Feds have no say in state matters. Both POTUS and governors have limited reach. Governors who try to form a pact with other governors, and deny others, such as what's happening on the west coast and northeast (ironically, also Democrat-controlled), is unconstitutional.
