This has everything to do with government lockdown/Martial Law and nothing to do with the FACT that fishing is a form of social distancing to begin with. I am more socially distanced fishing a stream than I am buying trout at Costco.

How do I get a refund on my 2020 fishing license??

Plenty of people enjoying the lakes here. Fishing from the bank as well as boats and swimming.

Camp grounds are closed along with the restrooms.

Should people say “Let’s make fishing great again!” and “Make a stand! Join the Klan!” like what happened at the previous meeting?

Once again, news stories are a bit difficult to find. However, the news station in Redding, just like last time, seems to have some coverage. They do make an interesting point regarding out-of-state fishermen.

California Fish and Game Commission leaves fishing regulations up to counties due to virus

The California Fish and Game Commission on Wednesday unanimously approved emergency measures to allow counties to self-regulate recreational and sport fishing in response to the coronavirus pandemic...

The commission granted emergency authority to the director of the state Department of Fish and Wildlife to postpone the spring trout season at the request of a few rural counties, The Associated Press reported...

Issues have been raised about out-of-state anglers going to Lake Shasta. Oregon has closed fishing and hunting to non-residents...

"I think Shasta County should consider shutting down Lake Shasta and other Shasta County areas to out-of-state fishermen," Stephens said. "Because right now when we go to go Shasta Lake, it's full of Oregon license plates. And I know their areas have been shut down to California fishermen so I can't see why they can fish the California waterways." ...
According to CDFW News... California Fish and Game Commission Meets Remotely, Allows CDFW to Temporarily Delay, Restrict or Suspend Fisheries Where Needed to Prevent the Spread of Coronavirus

According to the Sacramento Bee... California moves forward with fishing ban in some rural areas to stem coronavirus spread

They claim the temporary authority expires 31 May. So... My take is that the Commission, a politically appointed body, did Newsom's bidding regardless of what any "protesters" had to say. Newsom has publicly entertained 1 June as a possible, 'projected timeline' for loosening the stay-at-home order (past the presumed peak of mid-May for the virus in California), at least for now, and the authority expiring 31 May is likely more than coincidental.

To me, this also means that it is potentially problematic as to whether County officials will truly be "in charge" of making the decision. This is especially true in light of what the Redding news channel observed vis a vis out-of-state fishermen given that counties have no control over issuance of out-of-state licenses and would be unable to discriminate between "locals," state residents, and out-of-state fishermen simply by sight on the waterways.

It's going to be interesting to see how this plays out. Hopefully, it remains limited to the few eastern Sierra counties which have been making the most noise about it; e.g., Mono, Inyo, Sierra and Alpine.
