Basically, high-level;
ANYTIME that you talk, yawn, breathe, sneeze, etc, you exhale a wide variety of aerosol droplets, some of which can linger in the air for HOURS after you are gone.
Technically the CoronaVirus is ~0.1 micron or smaller, but it doesn't just float around totally on its own; it is virtually always attached to respiratory droplets.
Pretty much ANY covering over your nose & mouth is better than nothing, by far.
It protects you from breathing in as many of these droplets as you otherwise would and prevents you from releasing quite as many into the air as you otherwise would.
The language you pointed out is just lawyer-speak, CYA legal mumbo jumbo.
I mena; it is correct; you definitely shouldn't use one of those masks for surgery, but it is better than going totally naked.
