Rem 1100 driving me crazy !!!

I've got an older Rem 1100 with a vent rib and a fixed IC choke.

Sometimes when I pull the bolt back by hand it locks in place. Other times it doesn't.

I'm not talking about when I'm shooting it, I'm talking about pulling the bolt back by hand. Any ideas?

OK, how about this now.

(when it's working) With the gun loaded with one in the chamber, and two in the tube, when I pull the handle back it ejects the shell and locks open. Should it lock open with shells in the tube?

When I fire it, it loads and locks open normally.
