870 express 12 gauge. get a case of bird/target shot, a box of clays, a manual clay launcher, and a slave to launch clays for you, and blast away.

mossberg 500 combo from big 5. Home security barrel and a trap/skeet barrel in 12 gauge. 2 guns for the price of one! Also awesome gun. Cheap and REALLY reliable.

+1 exactly my first shotgun setup, very reliable and covers just about everything a shotgun is made for ( home defense, hunting, trap/skeet )

If you want really cheap and you don't mind a single shot, an H&R Topper model can generally be found for under $100 used. I know, exposed hammer and all, but it was actually the first shotgun I used for hunting.

I also used it to anger a trap shooter shooting a BT99 at 16 yards. I was shooting a 20 gauge Topper at the time.... I got a 22, he got a 23..
