I wanted to purchase a vepr 12 from online but it's not CA complaint because of the mag lock...can I buy it and have it ship to ffl dealer and buy the mag lock from the dealer that it is shipped to and make it CA complaints???

Only if the dealer has a CA-Assault Weapon permit and is okay with doing that.

Lots of people will send in a Vepr already CA-compliant.

+1 Atlantic just because it seems most other vendors that work withe Vepr don't want California business / won't help. So; no point looking high and low... just ask Atlantic.

My Vepr 12 just arrived yesterday from Atlantic. They'll slap the maglock on for 45 bucks. It's a nice one too, it has a sort of long semi-wide slot that makes it easier to use a tool to engage the mag release.

If you do get it, I would strongly urge cleaning it right away once you get it. While thankfully they're not using cosmoline like the old Mosin Nagants, the packing oil they use is still a bit thick and would do well with a bit of cleaning.

Can't wait to take it to the range!

Classic and Legion also are CA friendly. Legion veprs have the factory railed forends and gas blocks too.
