Can you perform a function test that would indicate the gun is in working condition with the bolt locked back? (Either locked with the use of the BHO or being held open manually)

Not sure what you are getting at?

With the bolt locked back, pull the trigger, release bolt, release trigger, make sure the trigger resets correctly and does not ride on the bolt (risk full auto)

Imagine the bolt is locked back the entire time. What I'm wondering is could one function test the firearm? A realistic situation would be the BHO is stuck and the bolt is locked in the open position

If the bolt is locked open, what exactly would you be testing? Pulling the trigger won't do anything if the bolt isn't going to move.

Haha, well if the bolt is stuck and won't go forward, I think it failed the function test.

sorry to thread jack but following the flow chart for shot guns i got all the way to does the shot gun have a folding or telescoping stock, i answered yes. then it asked does the shot gun have a pistol grip that protrudes below the action of the gun. if answered yes then its illegal, but if the shot gun has a grip wrap like a featureless rifle, then would that be legal? im getting a vepr 12 and would like to use the folding stock, would that be ok if i added a grip wrap
