I guess you could change it to the same configuration as an imported saiga rifle with the trigger moved to the rear.

Cut the receiver to accept the folded stock mechanism.

Once that is done, you could then convert the Monte Carlo stock into a folder.
Rule 1- ALL GUNS ARE ALWAYS LOADED

Rule 2 -NEVER LET THE MUZZLE COVER ANYTHING YOU ARE NOT PREPARED TO DESTROY (including your hands and legs)

Rule 3 -KEEP YOUR FINGER OFF THE TRIGGER UNTIL YOUR SIGHTS ARE ON THE TARGET

Rule 4 -BE SURE OF YOUR TARGET AND WHAT IS BEYOND IT
    (thanks to Jeff Cooper)

      Also

Is it me or did the book "Unintended Consequences" make people nervious giving advice on one part of a project that might result in a non approved configuration.

I was thinking about the kid at the gun show asking to see the inside of a machine gun to see how it differed from a semi auto version.

It's you. I have no interest in EBRs and take a disliking to pistol grips on long guns, especially shotguns. The only other person that questioned your advice, apparently, doesn't care what Pelosi thinks.

I don't have any "military style" rifles, so it's not a concern, I was just curious. Are there other concerns, or was the comment that it is illegal in CA not a completely accurate statement?
I'm just going by the "California Shotgun Identification Flow Chart" of calguns.net, assuming that the stock Saiga 12 shotgun has a barrel longer than 18" and when folded, has a length longer than 26", it will still have the following problems:

          - Detachable magazine (needs bullet button).

          - Pistol grip (you can choose between having folding stock OR pistol grip, not both together).

Taking the above into account, yes, the statement that the shotgun is not California legal is correct.

To be honest the rules are a little weird and for some reasons, different to rifles. For some strange reasons, min. barrel length for shotgun is longer (18") compared to rifles (16"). I found this out just last week when I placed an order for a AR-15 (my first "evil black rifle"). I selected a Windham Weaponry MPC-CA (California Compliant) and was surprised to see a 16" barrel with 6 positions adjustable stock. Somehow, those same features are illegal on a semi-auto shotgun when used together.

Only if the stock has a huge cushion that dampens the recoil to the point of failure. If that happens you also need more gas or less cushion.
