It appears the bolt is not aligned/not on the receiver rails properly.

Function check the bolt after disassembly without the recoil spring to make sure it slides right.

Other pics might help as well.

My Vepr does the same thing, but it has loosened up a bit. I think its a combination of the spring tension from the ejector riding on the front trunnion and also its the same point when the bolt starts to rotate against the front trunnion. The combination of both frictional force is enough to hold the bolt in place and won't allow it to seat when you let the bolt slide forward slowly.

If you take out the magazine and look inside the mag well, you will see the part when it is sticking. There are two little stubs sticking out of the bolt that locks into the trunion. That part is rubbing against the receiver right when its rotating. You can polish those areas and where it rub against the receiver to make it smoother. It should help reduce the sticking.

On my rifle, the bolt wold stick if I aim the barrel at the ceiling. As soon as I drop it down to firing position, gravity is enough to make it slide forward. It really doesn't affect the function of the rifle.
