How can I take this off and why the heck is it happening?!?

Looks like the rust I found on my mossy500. Then again, I live on the beach and there is tons of mist, etc that causes rust to happen really quickly.

I wiped it off with CLP on a rag. came off no issues. I then applied a fresh coat of CLP on all the metal on the gun. Has been sitting flawlessly now with no rust.

It happens because of moisture in the air. None of my other guns have rusted yet thank god. Only my mossy and it seems to happen pretty fast. Maybe because its blued instead of parkerized? idk much about why.

Looks like you should use it more often.

I've always just used a bore cleaning solvent to remove rust, but I haven't had too many problems with rust. It's happening because it's a parkerized finish. In my understanding, parkerization is not like a water-proof coating, like duracoat. Parkerization leaves the pores in the metal open, so it can act like a sponge, and soak up oil, which repels water and protects the metal. If there's no oil in those pores, there's nothing stopping water or rust from getting in there. Give it a good clean, lightly coat it with oil or wipe it down with a silicone gun cloth, and you shouldn't have any problems with it again.
