It's 100% CA legal.
Seller doesn't know CA firearm laws and is not willing to learn, so they add a "may not be legal in CA" disclaimer to their ad.
Side note:
Because it is a lever-action firearm it is exempt from CA's large capacity magazine laws and can legally have a greater than 10 round capacity.sigpic
