If I shorten my barrel to say 16" and then bring it back to 18" with a permanently attached muzzle device does the muzzle device still count towards 922r compliance? Thanks.

922r deals with the max number of foreign made parts. You can have a max of 10 foreign parts. So adding a us made brake / extension/ flash hider/ comp does not "reduce" the foreign parts.
So if the gun had a foreign made device- you needed to change 5 parts to us manufacture
If it had no device- they you needed to replace 4 parts with us made parts
If it had no device and you add a foreign muzzle device- then you need to replace 5 of the parts as you added a foreign one
You can find a list as to what counts on the 922r level
In general
Trigger is 3 parts
Stock is one part
I think the front stock is one part
Mag body- follower- floor plate all count as 1 part each
Gas piston
Receiver
Barrel
