    Handgrip Options for a Panzer M4

    I just visited my local gun shop and was informed that my Panzer M4 shotgun is non-compliant with ATF laws as I have a Vertical Handgrip attached to it. I will be removing the handgrip, but is there something else that I could place on the shotgun to rest my non-trigger hand on other than the Rail? Could someone point me to the law that restricts Vertical Grips on Shotguns of a certain barrel length so I can have this for a reference.

    Under Federal laws...

    Imported shotguns must be in a "sporting configuration" and in order to legally modify it out of the "sporting configuration", the imported shotgun must be modified so that it has 10 or less foreign made parts. [18 USC 922(r)]

    If the shotgun has 10 or less foreign made parts, then it is no longer considered to be "foreign made" and Fed 922r no longer applies to it.

    Fed 922r Parts Count for an imported Benelli M4 style shotgun:
    1. Receiver
    2. Barrel
    3. Bolt
    4. Bolt carrier
    5. Gas piston
    6. Trigger housing
    7. Trigger
    8. Hammer
    9. Disconnector
    10. Buttstock
    11. Forearm/handguard
    12. Magazine body
    13. Magazine follower
    In order to legally increase the magazine capacity to be greater than 5 rounds or replace the fixed shoulder stock with a folding/telescoping shoulder stock or attach a vertical forward grip on an imported Benelli M4 style shotgun; three or more foreign made parts need to be replace with USA made parts.


    Under CA laws...

    It is illegal to increase the capacity of a fixed tubular magazine on a semi-auto shotgun to be greater than 10 rounds. [PC 32310(a)]
    A semi-auto shotgun must have a fixed magazine. [PC 30515(a)(7)]
    A semi-auto shotgun cannot have a folding/telescoping stock and a pistol grip or any type of vertical grip or a thumbhole stock. [PC 30515(a)(6)]

    A semi-auto shotgun with a fixed 10 or less round tubular magazine and a fixed shoulder stock with a pistol grip and/or any type of vertical grip is CA legal.


    Therefore...

    If you replace the fixed tubular magazine, magazine follower, shoulder stock, and forearm/handguard on your imported Turkish made Panzer M4 semi-auto shotgun with USA made parts; then under Federal and CA laws, it can legally have a fixed tubular magazine with a capacity of 10 or less rounds and a vertical grip.

    (d) The Attorney General shall authorize a firearm or ammunition to be imported or brought into the United States or any possession thereof if the firearm or ammunition -
    (3) is of a type that does not fall within the definition of a firearm as defined in section 5845(a) of the Internal Revenue Code of 1986 and is generally recognized as particularly suitable for or readily adaptable to sporting purposes, excluding surplus military firearms, except in any case where the Attorney General has not authorized the importation of the firearm pursuant to this paragraph, it shall be unlawful to import any frame, receiver, or barrel of such firearm which would be prohibited if assembled;

    (a) Except as provided in Article 2 (commencing with Section 32400) of this chapter and in Chapter 1 (commencing with Section 17700) of Division 2 of Title 2, any person in this state who manufactures or causes to be manufactured, imports into the state, keeps for sale, or offers or exposes for sale, or who gives, lends, buys, or receives any large-capacity magazine is punishable by imprisonment in a county jail not exceeding one year or imprisonment pursuant to subdivision (h) of Section 1170.
