Okay I'm confused. I looked at the chart and don't get it. When I bought my I/O Casar at big 5 it was a semiautomatic and did not need a bullet button. When I got my saiga 7.62 rifle it also didn't need a bullet button even though both rifles are semi auto with detachable magazines.
To me the saiga 12 seems set up exactly like a saiga 7.62, both have no evil feature such as pistol grip etc. So what am I missing?

In CA shotguns have whole another rule.

One of the law: If it is semi-auto shotgun, cannot have detachable magazine.

the saiga 12 is a shotgun, so different rules apply to it then for a rifle.

i believe the problem is that its a semi auto shotgun with a detachable magazine. those two features together make for a non ca compliant shotgun. so, install a bullet button and its good to go.

this issue is addressed in the following document on pg 72, where the following features will classify a shotgun as an assault weapon

Shotguns
(6) A semiautomatic shotgun that has both of the following:
(A) A folding or telescoping stock.
(B) A pistol grip that protrudes conspicuously beneath the action of the weapon, thumbhole stock, or
vertical handgrip.
(7) A semiautomatic shotgun that has the ability to accept a detachable magazine.
(8) Any shotgun with a revolving cylinder.
