Yes it would still be functional. There are pistol grip only stocks available on the market that do exactly that. Minimum overall length for a shotgun is 26 inches, minimum barrel length measured from the front of the bolt is 18 inches.
And there are ways to have an AOW in California if one is truly inclined.

Sure, it'll be functional. And you'll enjoy the recoil. What's the point of shortening the stock again? It doesn't fit in your car with the normal stock length?

I call this my transitional piece, as it physically lies in between the usual resting places for my pistol and my carbine.
It's legal OAL plus an inch in case the Feds try to get squirrelly with the tape measure. I can shoulder it if I really want to, but I can't get my face down for a cheek weld w/o contortions, and firing it like that would probably put the hammer through my eye. It would have to be fired with head up, pretty much the same level of accuracy as "from the hip". Best thing the minimal stock is for is to tuck into your side to help with recoil.
And of course you could always fire it one-handed; as it's a single shot the recovery time is moot since it's going to take you a bit of time to reload it anyway.
With a pump gun, I spoze you could bob the butt stock down so it had like a 10" LOP and still be useful from the shoulder, but how much that would help the handling is debatable.I meant, it is my opinion that...

The stock is about 7" including the butt plate, LOP is about 8 1/2".
I hacked it off missef and whittled a universal plastic butt plate from Brownells to fit.I meant, it is my opinion that...
