Saiga 12 Question on the Need for a bulet button

I've noticed that the Ca. Compliant Saiga 12s being sold all come with a bullet button. Why then can I buy a Saiga 7.62x39 without a BB? Does it have some thing to do with it being a shotgun? This is in particuar reference to rifles/shotguns without a pisto grip. Monte carlo type stocks

Because it is a semiauto shotgun. Different rules.

True, mag capacity only applies to mag locked centerfire rifles and pistols.
