Over and under question.

Do over and under firing pin work by inertia? Or should they protrude about a 1/4" when the hammer is down and stay that way? Meaning if someone dry fires it then opens it are they going to damage the pins?

Some work by inertia, some are mechanical. Either way, once you dry fire then open the gun, they will not be damaged as the opening resets the firing pins as long as the forestock is in place.
