That panel code does not state if you can use a FPG. Please correct me if I read it wrong.

Per Roberti-Roos Assault Weapons Control Act, a Semi-Auto shotgun is an AW according to the following:

        (6) A semiautomatic shotgun that has both of the following:
        (A) A folding or telescoping stock.
        (B) A pistol grip that protrudes conspicuously beneath the action of the weapon, thumbhole stock, or vertical handgrip.
        (7) A semiautomatic shotgun that has the ability to accept a detachable magazine.
        (8) Any shotgun with a revolving cylinder.

So, if you had your S12 converted with a pistol grip, you can forget about the FPG. It might be compliant with a FPG if the S12 is in sporter configuration. However, I'd ask for confirmation from a professional.

          You are incorrect.

It is 100% legal to have a pistol grip and a forward pistol grip on a semi-auto shotgun.
Other legal combinations would be a thumbhole stock & a vertical forward grip.

What you can not have is a pistol grip & a folding/extending stock or a forward pistol grip & a folding/extending stock or a thumbhole stock & a folding/extending stock.

In order to be defined as an assault weapon under PC 12276.1(a)(6), you need the features listed in both (a)(6)(A) & (a)(6)(B).

          Penal Code 12276.1
          (a) Notwithstanding Section 12276, "assault weapon" shall also mean any of the following:
          (6) A semiautomatic shotgun that has both of the following:
          (A) A folding or telescoping stock.
          (B) A pistol grip that protrudes conspicuously beneath the action of the weapon, thumbhole stock, or vertical handgrip.

            I appreciate your correction.

So, the S12 is not an AW if it has 2 or more features from 6(B) ?

As the law says, to be an AW based on the listed features you need to have items from both A & B. Not just multiple items from B. Put every feature from B on your shotgun as you want as long as you don't have anything from A.
