    best sawed-off shotgun

What's the best inexpensive (under $400) shotgun to saw down in length if one were to legally do so?
Not just type (double barrel, single shot, pump) but also brand and model.

No need to saw off, just buy one at the shortest legal length 18". Lots of choices from $200-$400.

Your only legal option is to make an AOW out of a PG-only shotgun. The only PG-only host guns out there right now that I know of is the Mossberg 500 Cruisers and a couple Remington 870 PG-only models.

Do you want an AOW or C&R SBS/SBR in CA?

you could do that with a muzzleloading shotgun here.

This topic is already discussed in detail in this thread:

Start reading, there are over 500 posts, and the process to legally do it doesn't look worth the trouble to me unless for some reason you REALLY want one.

Looks like you basically need to get a shotgun that has never been sold with anything other than a pistol grip only, and get your local sheriff to agree it is a good idea for you to own one (unlikely), or you create a dummy corporation or a trust that actually owns it to get around that requirement, then get the feds to give you the ok after you pay up the $200.

Obviously what I just said is way over simplified, I hope you are a pro at jumping through hoops, and you aren't going to get this done for your under $400 price point by a long shot.
