Correct. If you have 10 or less foreign parts in it, you can do whatever you want to it so long as that remains within the confines of federal and state law.

I ~think~ there are also LE exemptions for this as well, but I'm not sure what they are, how to get them (besides the obvious "you have to be LE"), or how locality specific they are. IANAL, etc.
