I’m a bit late to the party but if I buy a saiga 12 registered as single shot, can it still be used as semi auto or only single shot?
2. If it can only be used as single shot, then is my only option for a semi auto legal variant be buying a registered saiga 12?

It is not a "single-shot".

CA legal variants of the Saiga-12 are legally transferred as a bolt-action repeater.
^This is because the gas block in plugged which prevents it from operating as a semi-auto and requires the bolt to be manually operated.

CA assault weapons laws prohibits a semi-auto shotgun from utilizing detachable magazines.

In order for the Saiga-12 to be CA legal as a semi-auto shotgun, a magazine needs to be permanently attached (welded/riveted) in the firearm's magazine well or the magazine needs to be affixed in a manner that will not allow the magazine to be released until the firearm's bolt-carrier group is removed from the firearm.

Saiga 12 question

The easiest thing for you to do is buy a gas port plug that turns your Saiga 12 into a repeater as Quiet discusses above. In other words, every time you pull the trigger, you then have to pull on the charging handle to chamber another round.

This is what you want. A 10 second install and your Saiga is now CA compliant. Forget about butchering your Saiga by permanently welding a mag into your magwell. Easily converts back when you want to use your Saiga in a free state.

Make sure the seller installs the MagLatch before sending to your FFL.
