Is Benelli M4 as it comes from manufacturer (no collapsible stock or any other mods) California legal? Does it need any modification to become one?

To my knowledge yes, I've seen them on the shelves in both configurations but the collapsible stock was pinned.

Yes, you can purchase it off the shelf in California with no issues. Where you have to be careful is when you want to use an extended magazine tube. Since it is not a US made weapon, you have to change more parts than just the tube to remain legal. There are websites that you can go to that sell the extension as a kit with everything you need.WARNING: This post will most likely contain statements that are offensive to those who lack wit, humor, common sense, and or maturity.

^^^^ In its California legal configuration it comes with a five round magazine as is required by law on imported shotguns. The first mod that most people want to do to the m4 is to swap the 5 round mag tube for a 7 round tube. And if you swap the tube to a 7 round American made tube like the Carrier Comp tube (which is so popular), you now run into 922R compliance issues. This is a Federal law, not a state law.
Accordingly you must also swap two other of the 13 specified foreign parts for US parts. Most people will go with a US follower since it's cheap and easy. This leaves you needing to swap one more part.
My point here is to make sure you are familiar with this and prepared for it. Because it generally adds another $200-$300 to the overall price of the gun, depending on which parts you choose.
