Assuming you’re talking about shells shorter than 2-3/4. Depends on the gun. Some guns work fine in the stock configuration. Some can be modified to use short shells.

Depends on which brand of shotgun it is being used in.
But, generally, most shotguns need to be modified to improve reliability in feeding them.

Only shotgun brands that I found them (Aguila mini shells) to work without modifications is the Kel-Tec KSG and Winchester Model 1300 Defender.

There's a gadget you can put in a Mossberg that makes it work with them.

Opsol miniclip 2.0. Works okay, can come loose.

The OPSol Mini-Clip™ 2.0 lets your Mossberg 500, 590, or Maverick 88 reliably cycle 1.75" minishells. Easy install. No tools. Made in Texas.

Aguila minis feed in my Nova but I have to cycle it with considerable authority because the recoil assist isn't there.

Are there any shotguns made specifically for the short mini shells?

Yes. Single shots, O/U and SxS.

IIRC, Aquilla mini shells were originally meant for killing pests in barns & warehouses so low muzzle energy was necessary to prevent excess damage & overpenetration. Common shotgun used was a break-open single shot.

I discovered they don't work in a Remington 870 after buying multiple sleeves of them. Only way to shoot them reliably was by dropping single shells into the open chamber.

I have not heard of any non lead mini shells so remember all game and non game on Monday non lead. Includes varmints, Just an FYI. I made signs for our hunting club so everyone that signs in knows what the law is.

Ah sorry, I meant if there's a pump-action or semi-auto made specifically for the mini shells.

                          Guess that's a no

Winchester sxp or 1300, and the Mossberg 500 with opsol gadget.

They recoil very little. Awesome little things!

My 590 working with malfunction rate of 1 out of 3, so stay away! I would only use those for side by side or over under or single shot!
