Bottom barrel always the more open choke for most o/u's. My browning and win 101 with fixed chokes have that configuration.

Bottom barrel first. In sporting clays put your open choke in the barrel you're shooting the closest target with.

You fire the bottom barrel first because that puts the recoil more inline with the stock and with your shoulder, leading to less muzzle jump, thus facilitating the second shot. You don't fire the bottom barrel first because it's the open choke, but, rather, you have the open choke in the bottom barrel because that is the one you fire first for target shooting. All bets are off for hunting.

For Trap, 16 ~ 20yds stick a MOD in it. 20+yds, either a IMOD or Full. Trap is a single shot game, unless you want to do doubles.
For Skeet, either a CYL or Skeet choke in both barrels.
For Sporting Clays, go with Imp CYL/MOD or MOD/IMOD. The more open choke in the bottom barrel.
Generally you want to shoot the bottom barrel first for the reasons stated above. However, there will be times where it is better to shoot the tighter choked barrel first, it depends on the targets.
