Can somebody measure the diameter of the brass portion of a normal 16 ga.
round please. Not the larger rim itself, but the diameter of the brass portion that is about 5/8" or so long.

Would be helpful if OP would tell us what he's trying to figure out, Big difference between chamber dimensions and shell dimensions.

As already reported, dimensions will vary a bit between manufacturers and even different branding from the same manufacturer so, let's look at SAMMI specs.

Page 93 shows standard dimensions of a 2 3/4" 16g shotshell:
