Saiga 12 configuration question

So, I have a Saiga-12 I'm picking up in 8 days, but it is not completely converted yet, it only has a Cal-compliant maglock on it. I bought a new foregrip for it along with a new gas puck and breacher/compensator to replace a few foreign parts with some US made parts for 922r compliance. Then I figured I would just buy a stock/pistol grip combo for now, until I get around to fully converting the thing by moving the trigger group forward (the only reason I'm not doing it from the getgo is because the Tromix drop-in DIY guard and modified trigger group are currently not available.)

As far as I can tell, nobody in the country has a fixed stock/pistol grip combo available right now, so I just ordered the TAPCO T6 stock. The TAPCO T6 arrived today and I realized that it's not legal on a semi-auto shotgun. For some reason I thought it was only folding/telescoping stock and a FOREGRIP - but it's ANY pistol/vertical type grip. Correct?
(6) A semiautomatic shotgun that has both of the following:
(A) A folding or telescoping stock.
(B) A pistol grip that protrudes conspicuously beneath the action of the weapon, thumbhole stock, or vertical handgrip.

So, my main question is, can I modify the TAPCO stock to be permanently fixed? If so, how permanent do I need to make it? Can I drill a bolt through it and lock it off like that, or do I need to epoxy the whole thing and make it unalterable even with tools?

Think about it this way......

If it looks like a folder and in its original state was a folder, it will get attention. Your best efforts may prove ill, when an ATF agent has all the time in the world to prove your "fix" was not permenant. How well do you trust your craftsmanship and moreover trust BATF. They do sell skeleton stocks that screw into the same threads as an CAR stock. You could remove the telescoping stock and put a fixed skeleton stock in its place.

BATF would not care. The requirement mandating a choice between either a folding/telescoping stock OR a pistol grip is part of the CA Assault weapons laws. It would be either a keen eyed leo or a DOJ BOF turd that would care.

Just get one of those and do the full on conversion like you were putting off. Then get a Kvar AK 100 series buttstock or one of these;

Notice it is a skeleton stock but has no folding mechanism.

I don't know how you would go about clipping and pinning the Tapco T6, probably more trouble than its worth.

BATF is irrelevant in this case
but i suggest you say away from any sort of folding or telescopic stock, pinned open or not.

Cool. Thanks for all the info. I'll probably just resell the TAPCO and figure something else out. I'd rather not risk it.
