Easy answer is you don't. Not in CA at least.

Move to another State (one that does not restrict ownership/use of a SBS) and submit Federal paperwork (Form 1 to make or Form 4 to transfer) to obtain a Title 2 SBS.


CA laws restricts ownership/use of SBR/SBS in CA. [PC 32315]

In order to legally possess a SBS in CA, the possessor needs a valid CA DOJ Dangerous Weapons Permit for a SBS [PC 33225] or be a Gov/Mil/LE agency [PC 33220(a)] or be an authorized on-duty Gov/Mil/LE personnel that is possessing it to carry out the performance of their duty [PC 33220(b)].

In order to obtain a Dangerous Weapons Permit, you need a good cause for issuance [PC 33300(a)] and, currently, the only acceptable good cause for issuance is for use as a prop in the entertainment (movie/tv) industry [PC 33300(b)(1)] or to make/import/transfer to Gov/Mil/LE agencies [PC 33300(b)(2)].

Using a Dangerous Weapon beyond the scope of the good cause for issuance (such as using it for self-defense), is grounds for the Dangerous Weapons Permit to be revoked and all the Dangerous Weapons in the permit holder's inventory to be confiscated. [PC 33315 and 11 CCR 4147(a)(2)]
