Weatherby SA-08 in 20ga. about $500. If price isn't a problem, Benelli M2's are pretty nice. Not tactical tho, but, the Benelli's do have those.

Weatherby used to make their SA-459 Tactical Response in 20 ga, but I don't see it on their website anymore. The length of pull is a little long for youth though.

Mossberg also used to make their SA-20 Tactical, but I don't see it on their website anymore either. Their length of pull is also a little long.

I own a few quality 20g sa, but recently at a local gun store owner's recommendation, I purchased a Tristar Viper G2 Bronze semi auto in 20g. I shot it for the first time at my bird club last month (Chukar). Yes, it's made in Turkey, but so are a lot of shotguns. It has the best warranty in the business (5 years) and their quality control is great (much on line about this). I've only ran about 80 shells through it so far, but I am impressed. It's light, has little recoil, operates smoothly (so far), fit and finish is more than acceptable and looks great. This is not a Tristar commercial, but if you don't have $1400-$1500 to spend on a Beretta A400 (by the way, a super nice 20g sa), think about the Tristar Viper G2. Mine was about $725, but you can get the same shotgun minus the bronze receiver (it does look nice) for about $100 less. I've read several reviews where this shotgun has 25K shells through it with no hiccups. Perfect for the seasonal hunter and someone who wants to occasionally shoot clays, etc.

IMO the best semi 20ga ever made is the original A5 Browning Light 20

I'm going to chime in and name the Browning Gold 20 as one of my favorites.. and I'm still looking for.. and then I'd rate the Remington 1100 in 20 as a close second.. Both guns can handle steel just fine.. The Benelli M2 is also a nice choice for a durable 20.

I love Browning A5's and probably have owned 15-20 in my lifetime (older and newer models). Browning does not recommend shooting steel out of "some" of it's A5's. However, many, if not all, made after 1977 can shoot steel with no problems. I will also say that some manufacturers (Browning included) do not recommend shooting steel from older shotguns with FC, not because they cannot safely do so, but because in the event there is a problem, they don't want it coming back on them. It's the be "safe, not sorry" approach. But, if someone is considering shooting steel from an older shotgun, its best to do a little research to see if your shotgun is okay with steel.

Any Browning A5 made by Miroku (Jaban) with > full choke is GTO for Steel shot.

FN and Miroku barrels are interchangeable.. old FN guns can be used for steel by swapping barrels

My favorite 20ga autoloader is my Benelli M1. It's magic on upland birds and a cinch to carry up a mountain. It's incredibly reliable and durable. Waterfowl don't know the difference between a 12ga and a 20ga if you put the shot column on them within range.

But you asked about one for "fun and youth training, semi tactical." I'll confess to not knowing exactly what all that means when put together...but to my knowledge a Mossberg SA-20 is the only factory tactical shotgun in 20ga. In non-tactical flavors there are several options - a Franchi Affinity Youth has the same action as the Benelli and has an adjustable stock for growing kids.
