hypothetically speaking, say that i know a service member who had orders to san diego, and following their arrival in early 2016 has since never registered a 12 gauge pump shotgun with magazine capacity no greater than 10 that was registered in north carolina. the service member has since separated from the military. and considering the Penal Code sections 17000 and 27560 that as of 2014 DO apply to all firearms, is there any way that this guy can redeem or rectify having not registered within the 60 day window whilst avoiding anyone pursuing legal action against them?
