CA assault weapons laws for shotguns are different than those for rifles.

A restricted feature on semi-auto shotguns is the ability to use detachable magazines. [PC 30515(a)(7)]

As pictured, this does not change anything in regards to CA assault weapons laws for shotguns.

To make it CA legal, you can do one of the following options:
        A. You can replace the "bullet button" style maglock with a magazine locking device that requires the firearm to be disassembled in order to remove the magazine. (Example... ARMagLock)
        B. You can epoxy/rivet a 10 or less round magazine into the magazine well.
        C. You can remove the gas piston and block/plug the gas block in order to make it a manually operated shotgun.
        D. You can register it as an assault weapon.

Or you can disable the gas system so that you have to pull back charging handle to shoot it everytime correct? Basically making it like a pump shotgun?
          Is this correct?

            Yes.
Remove the gas piston and block/plug the gas block, in order to make it into a manually operated (straight pull bolt-action) shotgun.

As a manually operated shotgun it can legally use detachable magazines, have a pistol grip, and a folding/collapsible shoulder stock.

Your welcome, it may not be that bad with a straight pull back shotgun. You get collapsable/folding stock (26" oal still required), plus you get to drop free your 10rnd mags and keep the pistol grip.

Now if you do left side charging handle modification on your Saiga 12, that will make it easier to operate. You get to keep your hand on the grip while charging another round.
Converting the Saiga 12 like this is similar to those AK pump actions. So it seems.
