Is the Saiga 12 going to be banned come January? Is it possible to buy just the lower or is only the whole gun sold?

So many confusing questions in just one line.
1. Saigas have been banned from import for about 2 years now.
1a. Will Saiga-type 12 guage semi-automatic weapons be banned come January 1st? Yes, if it has any of the offending AW features that are listed.
2. I'm not finding receiver flats, complete receivers or 80% receivers for the Saiga or Vepr in my quick search.
3. Even if you were able to get someone to sell you a complete reciever or a flat, where are you going to get it bent and populated with parts? I'm not finding Saiga 12 parts kits either. -
They are still GTG with a magazine lock.
In January, the magazine lock will no longer exempt them from AW status and they will have to be registered.
At that point, they can no longer be transferred between California residents.- Rich

This is debatable. The shotgun potion of the law has not changed nor has the definition of a detachable mag. It remains to be seen how they will be affected when the DOJ updates the regs. This is discussed a good bit in the vepr12 thread.Comment
