Is the Chiappa 1887 with pistol grip (no stock) and 18" barrel considered to be an AOW in CA?

Nope. (Federal laws = Title 1 Other / CA laws = "long gun")

The Chiappa 1887 T-Series (factory PGO) has a 18.5" barrel length, no shoulder stock, and has an overall length of 27.5".
This makes it a Title 1 Other firearm under Federal laws and a "long gun" under CA laws.

This Title 1 Other (factory PGO "shotgun") can be made into a Title 2 AOW with BATFE approval, by reducing the barrel length to less than 16" and the overall length to less than 26". If done, it would then be classified as a "handgun" under CA laws.

Also note, that a Title 1 Shotgun can not be made into a Title 2 AOW. It can only be made into a Title 2 SBS.
