You're asking if a shotgun with a revolving cylinder will be CA legal? Not unless the laws change. Check the shotgun ban ID flowchart at the top of the page.

It will never be CA legal due to being classified as an assault weapon (shotgun with a revolving cylinder). [PC 30515(a)(8)]

I thought they designed with the intent of being a (removable) magazine that so happens to revolve. I know this thing looks scary to the California government so doubt it will be legal here.

                It's a removable cylinder.

So, it gets hit with double "assault weapon" whammy.
shotgun with detachable magazine + shotgun with revolving cylinder.

It appears to be designed that way, doesn't change what it is though. The pancor jackhammer shotgun would be another one with a cylinder used like a magazine, also a no-no in CA(not that you'd ever get one even outside of CA):

It's primarily because this is so evil and scary(the striker 12 is similar, except it ejects shells):

Moot point because of the revolving cylinder bit, but doesn't it get a pass on the detachable magazine because it's not semi-auto?

It should, but yes the cylinder makes the whole thing moot anyway.
