Not to suggest that there are not things that can be done to improve the Stoeger, but what is it that you have in mind regarding improvements. I do not own one, but I am interested in where you think they could use some gunsmith improvement. They are damn cool guns, and yes I would like to have one someday. My guess is the cowboy action shooters have done all kinds of stuff to them. -

1.....Because of possible liability issues, I doubt any professional licensed gunny will make this modification for you.
2.....If you ever use your shotgun in a self defense incident, this modification will be documented by the LE lab that examines your gun after the shooting. Be prepared to explain in detail why you made the modification to LE investigators & private investigators hired by the "victim's" attorney suing you. And be prepared to defend your reasoning why you made this modification in any forthcoming civil or criminal proceedings.
I thing the other mods are GTG.

I purchased a Stoeger several years back, and it is one of my favorite kick around shotguns. The first thing I did after purchase was take it to a gunsmith and had him remove the automatic safety feature. I found it to be a real pain the in the *****. The only other modification I did was to have a quality recoil pad installed.
For the life of me I can’t understand why anyone would think removing the automatic safety feature would be an issue.
While I have no specific recommendation for a gunsmith in the Sac area, any smith worth the name could handle the automatic safety issue. It is no more than a 10 minute job.

Why not just do it your self?
I see you deleted your OP because you were getting grilled than help.
But in asauming you want like everyone the action smoothed out and the safety cut for the annoying auto lock.
Just do it your self. VERY easy. I just bought mine planning to do it my self but the CGNer I bought mine off of already had both done.
Best 2 things that can be done to a Stoeger. Takes 30 min and a hack saw/dremel and steel wool. Youtube it, again it's a easy job and takes minimal skills and 30 min of a weekend.

Most of the good cowboy gunsmiths I've seen are either in SoCal or out of state. Honing the chambers and beveling the chamber mouth are reasonably easy to do with a hand drill and the appropriate attachments.
